    Victims and their rights just aren`t that important to the CJS. They view the perp as the ultimate victim in need of protection, counselling and reparations......it`s even worse if the actual victim is a child

    Yes, and no. Anyone can be deemed a dangerous offender for any crime by the Crown, the problem comes in them trying to prove they are not likely to prove a danger to the public.

    I don't think it's a flaw in the system that people serve their time and are released. I do think it's a flaw that these people aren't subject to stricter treatment while incarcerated to reduce their likelihood to re-offend.

    That being said . . . get a rope.

    This. Some of the most vicious predators are released because they "served their time" while others are declared dangerous or at least long term offenders and kept in much longer. Makes no sense. there should be some more formal mechanism that pushes the crown to make a dangerous offender application - severity of crime and number of offences and likelihood of recidivism. Sort of a 3 strikes law that's more intelligently applied than it was in the US (for stealing a slice of pizza, say).
