Yes, and no. Anyone can be deemed a dangerous offender for any crime by the Crown, the problem comes in them trying to prove they are not likely to prove a danger to the public.
I don't think it's a flaw in the system that people serve their time and are released. I do think it's a flaw that these people aren't subject to stricter treatment while incarcerated to reduce their likelihood to re-offend.
That being said . . . get a rope.
