Once the league determines there was an intent to injure, the offending player should be suspended for as long as the injured player is unable to return. And if it's a career ending injury, the NHL career of the offending player should be ended as well. You can see what you like but I see a defenceman finishing his check to prevent a player from getting a breakaway. The fact that he was injured was due to placement of glass and not some pre-determined plot by Chara to break his neck.
