Clean Coal Technology will not do a lick for GHGs. The energy is in the carbon, and you have to burn it to get at the energy. The energy is proportional to the mass of coal burned, as are the GHG emissions, and there's not a thing you can do about it.
I also wonder what provincial red tape he's talking about. Is he talking about net metering? If it's a good thing to do to install solar, then it's a good thing to do whether or not you can sell power back to the grid. I may be mistaken, but as far as I know, installing things on your house and messing with the electrical system in it is a municipal matte, not a provincial one.

Tell that to Bob Mills, and also perhaps explain to him that there's nothing "grass roots" about clean coal technology.
Mr. Mills has learned himself a buzzword, and is revealing nothing but his stupidity by using it in poor context.

Many years ago back in England we owned a small 18th century mill (converted into house).
Over a 3 year period I refurbished the water wheel and water channel which was originally used to power the flour grinder.
Then I installed a generator/battery/inverter storage system and sold power to 3 of my closest neighbours. We sold the property before I could recoup my costs. However, it was a satisfying exercise.

China has signed KYOTO. They are applauded by the UN for being good global citizens.
The USA refuses to sign KYOTO fearing it would cause a mass exodus of their industries and factories to China. The USA is labeled evil and uncaring.
YET the USA has a much better environmental record then China... And what about China's the history human rights violations...
