So in November the government announced that AFTER THE NEXT BUDGET there would be tax credits available. After the next budget means there�s currently no �money floating around� and tax incentives also aren�t �money floating around�

Because they unlike you, don't differentiate between a foreign gov't and a foreign person so logic would dictate that any foreign interference be it by a gov't or individual is ILLEGAL.
