That's just the criminal (public) case. The civil (private) case is yet to come. Just like if a guy gets fined for breaking into my car. The gov't gets that money and if I want compensation for my busted car-window, I have to take the accused to civil court and sue him. There'll surely be lawsuits against VW before this all shakes out but they don't happen until all the public-law business is finished.

There is a buy back program, cost plus maybe 5k for each customer.
Dunno if that is depreciated cost, though.
VW dealers can't sell new diesel vehicles and have to ship back the ones they have in stock to VW.
They'll resell them here, no problems.
