When Mr Macierewicz signed the document initiating the volunteer defence system in a Warsaw secondary school in April, he said the units would serve to defend against Russian aggression and to promote patriotism.
He said Poland was the only Nato member without such a force. Warsaw abandoned its Soviet-era territorial units in 2008.
Volunteers will undergo about 30 days' military training a year and the first three brigades are scheduled to be operational in eastern Poland by the start of next year,

This sounds more like a Reserve force, of which Canada has ( or recently had) about 40,000 across all branches of service I believe.
"Paramilitary" usually means something outside of the traditional department of national defence, like "secret police" or some kind of specialized SWAT team reporting to a different department.

or ' defending against aggression', or 'Promoting Patriotism'.

I say technically cause the Res can be called on Domestic under Civilian control or USCG National Incident Ctr. Good example is Hurricane Katrina and then the NO City Government and LA Gov then and there cluster fluck mess and point finger games.

Poland having to fight the Russians is not new, they are preparing for what they have had to do for centuries.
Usually by causing it themselves.
Technically, Para-Military is like the US Res/NG's/ANG's and the USCG which is constant active Para-Military and under Dual Civilian/Military control.
Well the US National Guard is a curious creature but the Reserves are not under civilian or dual control, they are under the control of the US DOD and Secretary of Defense. They might be given tasks to aid the civil power (as with our reserves) but that is at the discretion of the Secretary.
Those paras will come in handy to suppress dissent as the govt chips away at civil rights.
This is a citizen's militia. The effect is actually quite the opposite.
