"Paramilitary" usually means something outside of the traditional department of national defence, like "secret police" or some kind of specialized SWAT team reporting to a different department.
This sounds more like a Reserve force, of which Canada has ( or recently had) about 40,000 across all branches of service I believe.

Well the US National Guard is a curious creature but the Reserves are not under civilian or dual control, they are under the control of the US DOD and Secretary of Defense. They might be given tasks to aid the civil power (as with our reserves) but that is at the discretion of the Secretary.
