Yeah but my point is, regardless of tailgating, people are encouraged to buy booze and food. I think most fans probably come by car

On many of these blankets were cases of beer, in the open, most in coolers. There was also uniformed police there watching the proceedings, literally walking the camp grounds and nodding their heads at people. There was not one problem that I can recall and we were there until the lights came on, didn't leave until 10 or 11 pm. The only concern from the police Make sure you put the beer in a cup when you walked around and drank so you didn't make them look stupid and give them a reason to ruin your fun.
So those may be days that are long gone. There were probably a few who drank and drive and it was a far more lax regulation of such issues. Notwithstanding, we didn't have this over reaching, hyper-sensitive Nanny state that we have today simply because a few people are afraid of the boogie man and expect everyone to be idiots.
If you want people to pay for overpriced beer and tickets, you better allow them to make it an event.
Im TB, there's even an elderly Chinese couple that circulates through the park all day with a garbage bag to collect alcohol bottles and cans from park-goers, which they obviously take back for a refund.

Let's be real here.
For the majority, tailgating is an opportunity to get shit-faced pre-game. I've been to NFL games in Buffalo and Tampa and it's a big "let's get wasted" party.
People are going to drink at the game as well, but the entire purpose of a football game isn't to get wasted and eat unlike the tailgating.
