That's not so certain. Turkey has decent relations with ISIS and they maintain active and busy border crossings. Turkey's also been buying oil from ISIS and one of the reasons they probably shot down that Russian jet was because it was likely targeting ISIS-sourced oil tankers.
Turkey is openly attacking the Kurds both inside Iraq and within Turkey.
So I believe the previous attacks were attributed to ISIS to make the Western media happy but that the attacks were actually carried out by the much more likely suspect, PKK.
Just myself, but I expect Turkey to occupy and effectively annex the parts of Syria that are populated by ethnic Turks. I expect this to happen this summer if it hasn't happened already.
In short; 100% chance that the PKK did this.
