The Nordiques have advanced to the third and what's expected to be final stage in their bid to return to Quebec City as an NHL expansion franchise. It is unclear whether Las Vegas's bid to house an NHL franchise has moved onto the third phase.
Apparently 16 cities were invited to submit bids and only those two replied.
