Harper was on HMCS Fredericton, a frigate part of a North Atlantic Treaty Organization mission to reassure Eastern Europe members they will be protected should Russian aggression in Ukraine spread to other countries

    What's changed from the Cold War is that we perpetually had the Russians on our doorstep (they were vaccuming the Grand Banks clean, for one). It seems to be turned around this tine.
