N.W.T. failed to prevent sex offender from abusing stepdaughter again

A Northwest Territories man convicted of sexually abusing his 10-year-old stepdaughter was allowed to return to the family home after his release, going on to sexually abuse the same stepdaughter and other girls living in the house.
