The RCMP say there was little they could have done to prevent Martin Couture-Rouleau from targeting two soldiers in Quebec, despite their monitoring of his activities, his recent arrest, and subsequent attempts to de-radicalize him.

Anyone foolish enough to believe that such attacks can be prevented really needs to get a brain.

Facing an a hostile army is one thing. Detecting a lone deranged idiot well able to hide his weapon/s of choice is quite another.

Well, you can't just scoop people up because you think that they could be/may be a threat, some time. We have rule of law and evidence that protects us all from arbitrary arrest. Unfortunately, our freedom also protects this brand of arsehole but that is an inevitable side effect, I'm afraid.

The RCMP say that can't do anything to protect the population from threats.
How about they talk to the provincial CFOs and have them start issuing ATCs.

If they are refusing to accept the responsibility to protect people then the least they can do is allow people an effective means of self protection.
