21 days? FFS this guy was the atypical dangerous offender, his criminal record showed a definite trend towards more violent crimes each time he committed one and yet they figured 21 days for breaking his parole 3 times was sufficient to put him on the straight and narrow.
I wonder how the assholes at the National Parole Board of Canada sleep at night knowing they're putting these creatures back into society? To fucking bad the victims survivors can't sue them for pain and suffering from the illuminated decision they made in this case.
This isn't a result of a faulty system. They issued warnings and kept him in jail as long as they were legally able to. 21 days for shoplifting seems pretty standard.
He wasn't on parole. He was released after serving the full 21 years from 1991 to 2013. He was on probation and may have been in breach of probation. This might have resulted in a further charge depending on his conditions. However, that wouldn't have kept him out of the public for very long even if they got the conviction. Then he did his time.
Putting someone in a cage for 10 years for a violent or sexual assault isn't going to "cure" them.
More focus needs to be put on rehabilitation and reintegration into society.
People need to stop believing that prison as a punishment is somehow going to deter criminals from acting again.

Yup but they had three valid excuses to hold him for violation of his 810 peace bond and didn't which is the disgusting part. But, I saw Kash Heed on the news talking about this type of a release and he said despite the fact the peace bond is put in place for 2 years the perpetrator is usually only monitored for a couple of months and even then only intermittently due to a "lack of resources" and large amount of these types of people being released which, when you think about it is a rather terrifying concept.
All that aside. Somebody failed miserably in the job of protecting society by releasing a convicted rapist and self admitted, proven dangerous offender out on the streets and then not even bothering to do the basics of what was required of them by the utterly lacking laws that allowed him out in the first place.
So, to say that justice system has no guilt in this travesty is like saying the Captain of the Titanic had no blame for that ships sinking. Maybe, what we need is a public computer data base like Washington State that shows which communities these creatures are living in so we can at least be on the lookout for them.

Doubt it. This was a sex crime, the other probably not. Probably more one of the success stories of the war on drugs.
