A child molester who was raped while held in the Garfield County Jail in Pomeroy is suing the county.

    As long as he's suing the guy that raped him and as long as his victims get to sue him.

    Good one. He shouldn't really get anything unless somehow the county was negligent or refused to act after he complained, but if he does, as you say, wave it in front of his nose on the way to handing it to his victim.
