Obama's critics are saying had he been able to negotiate a deal with the Iraqi Government to keep US Forces this wouldn't have happened. That's hard to say as ISIS or some other Terrorist group would probably have waited out the American presense.
Iraq's neighbors are probably coming up with plans to stop the spread into their own borders with defensive options.
