I'm sure that they are still under all sorts of surveillance, just not by the NYPD.
The NYPD just extended the Muslim surveillance program to the everyone surveillance program.
NSA is doing that.
When the FBI decided to do something similar under Obama administration pressure it resulted in Fort Hood, and the Boston Marathon massacre.

Yaay back to pre 9/11 when Police and Inettligence Agencies have their hands tied, what could possibly go wrong?
Perhaps it was working as well as the CIA- FBI was back then. Incompetence.

Former Police Commissioner Ray Kelly had defended the surveillance tactics, saying officers observed legal guidelines while attempting to create an early warning system for terrorism. But in a deposition made public in 2012, an NYPD chief testified that the unit's work had never generated a lead or triggered a terrorism investigation in the previous six years.

There were programs designed to teach agents how Jihadis thought and behaved - what red flags to watch for and such.
The Muslim Public Affairs Council and others put pressure on to quash those programs. They succeeded.

The Obama administration has labeled that Islamist attack “workplace violence” as part of an overall policy of seeking to dissociate Islam from terrorism, a policy critics say fails to properly identify the nature of an enemy engaged in waging religiously inspired war and insurgency against the United States and its allies.
“Again, the FBI has been aware of a future terrorist’s escalating religious radicalization and did nothing about it because bureau policies prohibited them from doing so,” Poole said.
The FBI said in a statement Friday it was alerted by a foreign government—later identified as the Russian government—that Tamerlan Tsarnaev was “a follower of radical Islam.”

Then it is a stupid move. Ft Hood attack was a Terror attack plain and simple. But the decision would have handed an attack on US soil at Obama's feet.
Labeling it as workplace violence is utter bull.
But tracking every Muslim is also bogus.
An heads should have rolled.

There were 18 e-mail messages between Hasan and al-Awlaki between December 2008 and June 2009, the report said. A Joint Terrorism Task Force in San Diego that was investigating al-Awlaki passed two of the messages on to another task force in the Washington, D.C., area, where Hasan was living.

The report said the e-mails between Hasan and al-Awlaki should have been passed by the FBI in the Washington Field Office to the Defense Department bosses for whom Hasan worked. But the FBI saw no evidence of terrorist activities in his case, and believed the information in the e-mails was too sensitive to share because visiting extremist websites is not grounds for taking action
And yet there was a another shooting spree at Ft Hood less than a month back, with three dead and a dozen wounded about which there has been zero chatter over here as if it never happened and yet events dating back to 09 are still being discussed here, wonder why is that so, maybe the bad guy wasn't flavor of the month.....hmmmm
The solution would be armed guards everywhere. The economy cannot afford that. The public would not tolerate it.
Then the Islamist's win.
And terror attacks would still occur.

There was a wall put in place by Jame Gorelick during the Clinton Administration which prevented agencies from connecting with each other that lead up to 9/11.
This conversation involves how not being ready for Jihadis can enable an attack. Ignore them and they take advantage of the opportunities you allow them as Nisan and the Tsarnevs did.
Apparently New York is setting itself up for another big boom soon.
