Muslim groups and civil liberties advocates applaud the decision by New York Police Department officials to disband a controversial unit that tracked the daily lives of Muslims as part of efforts to detect terrorism threats.

Perhaps it was working as well as the CIA- FBI was back then. Incompetence.

But in a deposition made public in 2012, an NYPD chief testified that the unit's work had never generated a lead or triggered a terrorism investigation in the previous six years.

What linkage do you have to support that view
There's a lot depending on what you're looking for, or are willing to accept.
Basically it starts with this...
"“The fact is religion has been expunged from counterterrorism training,” said Sebastian Gorka, a counterterrorism specialist with the Foundation for Defense of Democracies. “The FBI can’t talk about Islam and they can’t talk about jihad.”"
There were programs designed to teach agents how Jihadis thought and behaved - what red flags to watch for and such.
The Muslim Public Affairs Council and others put pressure on to quash those programs. They succeeded.
Many see a connection between that and say this...
Critics said the FBI’s failure to properly investigate Tsarnaev was a repeat of the bureau’s lapse in missing advance signs of the Islamist radicalization of accused Fort Hood massacre shooter, Army Maj. Nidal Hasan.
The FBI had emails linking Hasan to al Qaeda operative Anwar al Awlaki prior to the 2009 shooting at the Texas Army base that killed 13 people and wounded 30 others.
The Obama administration has labeled that Islamist attack “workplace violence” as part of an overall policy of seeking to dissociate Islam from terrorism, a policy critics say fails to properly identify the nature of an enemy engaged in waging religiously inspired war and insurgency against the United States and its allies.
“Again, the FBI has been aware of a future terrorist’s escalating religious radicalization and did nothing about it because bureau policies prohibited them from doing so,” Poole said.
The FBI said in a statement Friday it was alerted by a foreign government—later identified as the Russian government—that Tamerlan Tsarnaev was “a follower of radical Islam.”

Then it is a stupid move. Ft Hood attack was a Terror attack plain and simple. But the decision would have handed an attack on US soil at Obama's feet. Labeling it as workplace violence is utter bull.
"I would assume that a suicide bomber whose aim is to kill enemy soldiers or their helpers but also kill innocents in the process is acceptable." Less than six months later, officials say, Hasan jumped on a desk at Fort Hood, armed with two pistols, and began firing as he yelled "Allahu Akbar," Arabic for "God is great."
There were 18 e-mail messages between Hasan and al-Awlaki between December 2008 and June 2009, the report said. A Joint Terrorism Task Force in San Diego that was investigating al-Awlaki passed two of the messages on to another task force in the Washington, D.C., area, where Hasan was living.
Opinion: A tribute to Fort Hood's fallen
The report said the e-mails between Hasan and al-Awlaki should have been passed by the FBI in the Washington Field Office to the Defense Department bosses for whom Hasan worked. But the FBI saw no evidence of terrorist activities in his case, and believed the information in the e-mails was too sensitive to share because visiting extremist websites is not grounds for taking action
And yet there was a another shooting spree at Ft Hood less than a month back, with three dead and a dozen wounded about which there has been zero chatter over here as if it never happened and yet events dating back to 09 are still being discussed here, wonder why is that so, maybe the bad guy wasn't flavor of the month.....hmmmm

The solution would be armed guards everywhere. The economy cannot afford that. The public would not tolerate it. Then the Islamist's win. And terror attacks would still occur.

The second Ft. Hood shooting is relevant to things like gun rights. If the conversation goes there, that incident might be referenced.
This conversation involves how not being ready for Jihadis can enable an attack. Ignore them and they take advantage of the opportunities you allow them as Nisan and the Tsarnevs did.
Apparently New York is setting itself up for another big boom soon.
Here's what us Canadians are ignoring now, and what we'll soon be dealing with.
I'm sure that they are still under all sorts of surveillance, just not by the NYPD.
The NYPD just extended the Muslim surveillance program to the everyone surveillance program.
NSA is doing that.
