re: letting him turn around: what happens when he gets to the US Border and doesn't have a Passport? He'll likely be refused and in Canada. A CAnadian Border gaurd would need to chaperone him to monitor that he indeed turned back. The amount of hassle to allow him to do that is just not worth it, especially at a major crossing.
