It doesn't say anything about investment income. That is the reason so many wealthy Americans pay less income tax than some of their employees (Warren Buffet being a notable example of this).
Still, I could see some people moving elsewhere and earning less, because with a lower tax hit, income might still be similar or even higher. Even with that, finding those types of jobs aren't all that easy, so I doubt many will be able to do so in the short term.

Pretty much the entire French entertainment industry will move out of the country. If I were Canada I'd be looking to lure all of those nice people (and their fat paychecks) to Quebeck.
