Throw in much stiffer penalties for the idiots using their cellphones as well please.
Drinking and driving 0 tolerance. One drink you are over the limit. You are caught drinking and driving the car you are in is sold and profits go to schools...... Same should be for being caught driving if you are on drugs.

So if you had a drink sometime in the last week if you are caught driving, the car gets sold?
I'd rather have a non zero limit that is at a point of stastically important impairment. Not the limit of our abillity to test.

As for dropping crime rates, according to Stats Can, impaired driving rates are actually on the rise.
