What scares me is that there are plenty more evil people out there who don't video tape their horrendously twisted acts, and thus go terrifyingly unnoticed.
Concur. The recent event in the US where the three women who'd been kidnapped and enslaved for a decade had a commenter on CNN observing that there's probably more women out there living in basements and etc. as slaves to their captors.
I've no idea what can be done to find these people but I'll say that this is one of those things that should be contemplated.
If the military refuses to leave anyone behind in foreign lands then why are we abandoning so many young people in our own cities?
Hopefully the sicko ...
will have his PC status revoked, so the other inmates can give him the 'help'

People like that don't do very well in prison, many prisoners have families and pets, torturing innocent animals guaranteed prison will be a living hell and he deserves it.
I would guess prison has quite a large population of ex animal torturers, just that they didn't get caught.
Hopefully the sicko gets help. It often starts with torturing animals. Then comes people.
If he's a psychopath, there doesn't seem to be much help we can offer him. Maybe train him in business so he can take out his impulses in socially admired ways.

Most of them follow rules about not killing women or children, many wouldn't touch an pup/kitten as they can do no harm.

There's not a lot of help available for people who do this. They are just wired wrong. The best thing to do is keep them where they can't harm others.
