Any wild animal has to be pretty desperate before letting humans get so close to it. It was in bad shape before being tranqued. Tranks only make things worse in that case.

That's virtually always true, but moose can be a very curious animal and they sometimes have little fear of humans. They're strange that way.

Has more than 15 items in the express aisle? Fumbles around for his money? Decides he doesn't want or can't afford half the items he brought to the checkout? Doesn't bring any reusable shopping bags? That ugly? Or all the way to butt in line ugly?

It think I've mentioned this story before, but I saw a tourist in an Alberta Mountain park seem to be very captivated by a Bull Elk during rut.
So much so that the tourist mimicked the Elk, by getting down on all fours and pawing the dirt. So the Elk decided it was time to butt heads with the challenger and then fuck something.
The tourist realized this too late, and jumped back into his tour bus. The Elk caved in the side of the bus to get to his rival, and had to be destroyed because of it's injuries. The tourist got a $15,000 dollar fine, and was probabally sued for the bus damages.
Never underestimate an animal's desire to procreate.
But you are correct, a moose in a confined space even when not in rut can do a huge amount of damage and injury if it thinks it's cornered and in danger. If anyone sees an animal in people space needing assistance, leave it the frick alone and call wildlife authorities.
Moose can get quite tame. Some people have even used them in harness to pull seighs or haul wood.
Now I wouldn't recommend getting close to a moose, but some people seem to have the trick of it...

That goes double for bears. People seem to have no concept of how dangerous it can be to be close to a bear, no matter how peaceable it looks.
Too true! Living in a mountain park, I used to hear many horror stories of tourists who wanted pics of their children with wild bears on the side of the road. Most involved ambulances, or hearses.
I have a guy living down the road from me who raises Bison. He takes one for a walk all the time on a harness. It's really amazing, and freaky. The bison's dad liked to play 'fetch' with soccer balls.
