Can't blame him. If the rule is that you get a new bill for every 51% of a bill you return, and he did, I see no reason why he wouldn't get his money back.
I wonder if you'd at least need the serial numbers on the 51%?
The serial number is printed twice on a bill. In Canada, you need 100% of one of the serial numbers and at least a part of the second.
