North Korea's leader says his rocket forces are ready to settle accounts with the U.S. in response to U.S. nuclear-capable B-2 bombers joined military drills with South Korea.

    I think that it is probably safe to say that the US Navy very likely has one or two nuclear armed subs sitting off his coast ready to ruin his day if the Dear Leader goes just a little bit too far.

    I think even The Chunky Lad from Pymyang himself knows that one.

    I doubt the U.S. would launch nukes even if by some miracle a North Korean missile actually hit U.S. soil. A 30,000 pound MOAB sends the same message without irradiating a good chunk of Asia.

    Your trumped, It is well known in US doctrine NORAD Policy any nations nuke that hits the US Soil will be met by nuke force equal or greater, there is no room for a dove or waffle in response. The Eagle will launch and strike hard.

    NORAD cannot launch without the President's permission. It's one thing to have something written down in a manual or policy paper. It's another thing to give the order that will wipe out millions instantly and affect your allies in the region. I don't see Barack Nobel-peace-prize Obama having the balls quite frankly. The U.S. using nukes, even tactical ones, would be a disproportional response (considering you can bomb N Korea further back into the stone age with about 48 hours of bombing sorties) and would only serve to anger allies and neutrals, encourage terrorism and more importantly (even though it shouldn't but let's be realistic) would be political suicide.

    If Obama refused to issue the order to retaliate against a nation that hit the US with nuclear, chemical, or biological weapons then he'd be deposed (likely declared incompetent) and the military would turn to President Biden to issue the order.

    There are some things that the military simply will not sit on its collective butt for and a President who fails to act in response to such an attack would be one of them.
