What exactly would they charge him with? That's like charging PA 9 for smoking pot, without finding it in his possession or even in his system. The USDA really have no jurisdiction to do anything but ASK he be banned from sports and ASK that he be stripped of his medals.
In the end, he's already guilty in the eyes of the public. No trial or hearing is necessary. The majority, including you, think he's guilty anyways.

What exactly would they charge him with? That's like charging PA 9 for smoking pot, without finding it in his possession or even in his system. He's even admitted he smokes pot - do you think any prosecutor on the land would charge him on that basis? Criminal charges are different than procedures by sports bodies. If they find on preponderance of evidence that he used EPO, then strip him of his wins - that seems right to me. Personally I doubt anybody can win the TDF these days without doping.
OTOH, there's a lot of silliness in the drug rules. Pot is illegal. Why, whose performance is enhanced by pot except Ross Reglibatti's, (cause he's such a chronic and wouldn't be "normal" without it)? Drinking lots of coffee is OK, caffeine pills aren't. Why? You can get the same effect as EPO by training at high altitudes and sleeping in an oxygen tent, which is not illegal.
