Japan may deploy land- and sea-based interceptor missiles ahead of North Korea's planned rocket launch next month and has not ruled out shooting down the rocket if it violates Japanese airspace, according to defence officials and media reports.
I would think that there is some sort of international protocol when a nation launches a satellite (if that is what is really going on) so unless something looks like it would fall on Japan would they have any real justification for shooting it down?

In short, NK does go through the proper channels to launch missles and satellites, but also is party to an agreement NOT to do that since 2009.
