Many Vancouverites are wondering why a highway closure on Vancouver Island -- about 60 kilometres away -- would affect the city's score.

Yep, just like the UN's rating of countries - Canada was tops for a decade or so, but has fallen a few spots - however the scores between 1 and 10 are all relatively close.
I wonder how a city where it takes $150,000 income to qualify for a mortgage for the average house (with 25% down) but the median family income is $65,000 can be considered the most livable.

It's livable because if you're only making $65k (and you're not a Canadian) you get subsidized so you can afford to live there.
Like how Van is letting poor people move into $2mil waterfront condos.
Having subsidized housing in the Olympic village was a nice idea about inclusiveness, but handled idiotically. For the most part, that was during the NPA's watch. Those are our righties, not to be confused with the NDP.
Basically a lot of middle class families have been getting pushed out of Vancouver. Unless they inherit a house from mom and dad they really can't afford to buy a house in Vancouver anymore as a first time buyer. We're becoming more and more stratified between the rich and the poor with no middle. But then why should be be any different than the way the whole world is heading.

No family making $65k is getting subsidized. They're not poor people.

It defines the living wage as 61k. There are no programs that us the LICO that I am aware of. So you're just talking out of your ass here.
We do have a renter's subsidy program, but it's meager and has a much lower cutoff than 61k.
To qualify, families must have a gross household income of $35,000 or less, have at least one dependent child, and have been employed at some point over the last year.
