The White House is telling Congress that President Obama has the legal authority to continue American participation in the NATO-led air war in Libya, even though lawmakers have not authorized it.
Long story short, since there are no American boots on the ground in Libya, America isn't fighting a war in Libya. Hence, the President doesn't need congressional approval to continue the mission longer than 90 days.
By this logic, this
is not an act of war, as there were no American troops on the island of Honshu on August 6, 1945.
They argued that United States forces are at little risk in the operation because there are no American troops on the ground and Libyan forces are unable to exchange meaningful fire with American forces.
So, as long as Barry is bombing the shit out of a foreign power, to solve a domestic situation, and they are unable to fight back, it's all good, and it doesnt even count as hostilities.
