Because if he picks on the mexicans too much he'll alienate his base. Picking on Canada doesn't offend anyone enough to lose him votes and might even gain him a few.

Imagine that: The BATFE has been involved in smuggling guns into Mexico and then they turn around and blame average Americans for smuggling the same guns into Mexico. Instead of prohibting Americans from having guns in order to reduce violence in Mexico seems to me the first thing we need to do is to get the Obama Administration to stop giving guns to Mexican criminals in order to justify a gun ban.
