U.S. Secretary of State Hillary Clinton, Canada's Leona Aglukkaq and other world leaders are gathering in Nuuk, Greenland, for what observers are calling a historic meeting of the Arctic Council.

    China wants 20% of the Arctic resources and the French also want to horn in on the Artic, were they respresented?

    France has observer status at the council.

    China isn't represented. They were looking for observer status, as I recall it was denied for some reason.
