It sounds like one of the 20-30 YO people were trying to be cool by allowing the kid to drive for a bit. I must admit that I had a cool uncle who let me drive when I was that age.
Unfortunate incident, but there's no reason why a 14 year old kid (or anyone for that matter) should be driving a vehicle that's carrying more people than it's designed to do safely.
I also wonder how fast she was going. It takes a lot less speed to roll on a gravel road than on paved. Lack of experience is pretty evident.
