Toronto, Winnipeg lead Dec. rise in housing prices

Winnipeg recorded a 1.1 per cent increase in the price of new homes while Halifax's new home price went up 0.3 per cent. Toronto and Oshawa saw a 0.2 per cent increase between November and December.
