    My best guess at a plausible excuse is that he meant to convey that the countries to which BC and California respectively belong share a national border, and he simply flubbed it.

    Or it could be that he's stupid in this area, but that would be surprising in his case.

    Or they have a common love of pot and should simply push WA and OR out of the way.

    If I was asked what States border Province X(other than BC), I'd make many mistakes answering. Dunno if that's why he was wrong, but he should have made sure before making the statement.

    But it's better than calling Vimy 'Vichy ridge'. Former Minister of Defence John McCallum didn't know the difference and this is the guy that accused our boys in Afghanistan of 'war crimes'.
