    well those who receive the most charity are not likely to dole it back out, so this makes sense.

    That's more the fact that we expect everything from the state while doing the less we can.

    I'd agree with that. Americans apparently are much more generous than Canadians for the same reason.

    Simple, that's because Quebec is the province that gets the least from the Federal Government.

    I'll agree too.

    They should check donation levels in Europe, that would show something.
