Hamilton family accused of 'modern-day slavery'

Mounties in the Hamilton area are on the hunt for a family they allege has been running a human trafficking ring, taking advantage of poor immigrants they lured to the country.

I have a few questions. Who authorised these victims to come to Canada, how did they get away with claiming "social assistance?" Seems that maybe they had some inside "goverment employee helping."
