Pakistan will start monitoring seven major websites, including Google, Yahoo and Amazon, for sacrilegious content, while blocking 17 other, lesser-known sites it deems offensive to Muslims, an official said Friday.
This is an option for them because they constrict access by wealth. Most can't access the net anyway and the ones that do are to rich to restrict anyway. For the majority that do have access but are not rich are still very susceptible to this type of manipulation. Over time this will be less and less effective but they are limited to passive tracking methods and blocking of sites. Active changes like when they tried to change the IP for youtube to a site that would block it backfired in their face:
