5) all of the above.

The US can legally execute minors and mentally handicapped people. Sounds like they have some evolving to do as well.

Eh, a lot of serial killers have some mental issue or "handicap".

And people under the age of 18 can't be executed in the United States. Not since 2005, anyway.

Correct I don't think there could be any sane people siding with the ban's. At best they can blame the ban's being the love child of the CIA.
