Your country has failed you, and sadly this situation will not be eased in the future.

We should all be deeply embarrased and angry over this, and it should not be permitted to continue.

Exactly. Since this is presumably a Forensic Institution, there should be fences around it same as a prison, so he doesn't need an escort. If he's not in a Forensic Institution he should be. And, if he's ever released, it should be on lifetime parole, where somebody is making sure he's taking his meds and meeting with shrinks - if he doesn't he should be locked up again. We should get rid of the not guilty by reason of insanity verdict, and make it guilty with extenuating circumstances. Anybody that commits murder should get a life sentence (ie supervision), crazy or not. There is no cure for psychosis, only meds that control it.

That's the problem, as unfortunate as it is. That the meds make him "well" now and he functions normally. However making sure someone stays on their meds while free is not that easy. Its happened many times something gets missed or the person just takes off without notification. They feel well for a year or so then start thinking they don't need the meds, or run off and can't get them filled, then someone else ends up dead. The greater public safety is at issue here.

There is a cure. There is either a guillotine or better yet a Hilfax Tribbet, after treatment is is administered the recidivism rate drops to zero.
