NK has been exporting their technology to Iran, Syria, and etc. and they have managed to build some very reliable equipment. Also, to my knowledge, the NK don't use fixed silos because they're afraid of the US ability to neutralize those kind of things with stealth weapons. They tend to favor mobile launchers and they tend to favor dispersed and camoflauged launch sites.
If they wanted to hit Vancouver and/or Seattle I'm about 99% confident that they can do so. The question is whether or not that attack will put a crater in a downtown parking garage or if it will immolate a million people and the pisser is that we won't know until the missile hits.
And, again, I do not understand in the least why so many leftish Canadians and Americans are in opposition to a North American missile defense that would take out missile strikes from a small country like NK.

There's simply very little to support North Korea for. Even if I were to try.
But it is reassuring to the rest of us to know that you'll defend the DPRK no matter what an international team of investigators has to say.
