It also brings the legal situation of public hospitals. They will never get out of money. In a private clinic, they have insurance to pay and they can be sued a lot if there is negligence. Public hospitals don't face that problem. They will just place the "wrong-doer" in an office for administrative tasks since they cannot fire her/him, they are unionized.

Medical negligences that easy to circumvent is not the same as a difficult situation that you missed something evident. It's cancer.
I'm in QUebec as well and you can't trust the system to work unless you stay on its ass. My wife is still young for getting tested but her mother had stage 4 breast cancer at 35, she had an aunt die from it at 39 and a close cousin who was 34 was told she didn't have anything to worry about at her age in regards sto a lump and a year later died of cancer.
Knowing all this, and that her mom has the cancer gene, my wife found a lump, went to a walk in (family doctors for new residents are like winning a lottery) and to doctors credit he sent her for a mammogram. At the test lab they were actually ready to ignore the doctors order of a test due to her age, regardless of her family history, finally after fighting for awhile they said "ok, but never again until shes the right age." Test came back with a calcification and the lab and doctor both said no problem, get tested if you can every year but we can't see you on this matter anymore.
Not happy with this answer for many reasons, some being that she knew about breast cancer better than the doctors it seemed, she had to use her mothers doctor in Manitoba to help[ her get an appointment here in Gatineau at the cancer department. The doctor there said 100% for sure they should have done more tests based on her history and the mammogram results. Extra tests are still forthcoming but if she had gone by the "No call means all clear, or taken the advice of the overburdened doctor and stupid lab how bad would things be a year form now, or two when she could get tested again? Hopefully nothings wrong in the end but I can totally see how this happened to this woman, and doubt its an anomaly from our own experience.
Never NEVER take "If we don't call you its ok" as an answer. Pissing off a receptionist it more than worth ones life.
