Well, like the article mentioned, if yer still selling out the seats in your venue, there's not much incentive to spend money to improve the product. As for the Jays' affliction, well I think it's mostly cuz baseball isn't a huge interest in TO anymore

The Argos are simply pitiful.
The only team that makes sense right now is the Blue Jays. They were once Champs. They are off to a great start this season. That's it.

well lets see. since 1980 the Argos have won the Grey cup 5 times. Allouettes 2 times.
It has been a tough road for some sports teams. The Argos though are still the winningest team with 15 Grey cup victories, 16 if you count 2010!
The Toronto Rock (lacrosse) is the winningest team in the NLL with 5 Champions cups, 3 more then the next closest teams.
The Jays have done better then a boatload of US ball teams and much better then the dear departed Expos.
Raptors continue to be a dissappointment. They often show so much early promise and have had a number of notable players move through but no dice.
The Argos even, but, they have been despicable as of late. The Alouettes at least showed up to the Grey Cup more than a few times.
As for the rest, Leafs and Raptors, not much to comment on.
