PEI's CAP sites staying open

Despite an announcement earlier in the week that PEI's 38 CAP sites would be closing, Industry Minister Tony Clement now says that they will all stay open; blames earlier announcement on lack of communications.

I find it hard to believe that this was due to a 'lack of communications'.

I'm beginning to think the Conservatives have a new mantra: 'Announce it, then see how the public reacts'.
