I think if anyone can Harper can, he seems to have more control over his party than the Liberals do. Plus I bet he placed people in the Senate who he knew he can control, or at lest those that he knows support Senate reform.
I've honestly never heard of Conservative appointed senators holding up or diluting bills. It's been very well publicised that the folks Harper has put in the senate all agree that they will approve or step aside if changes to the senate are proposed. Can your Liberal senators say the same?

Why would you think this would be any different than when Mulroney stacked the senate?
It'll last a year or two, the Liberals will be reelected, and they'll re-stack it.
