The Russians are biding their time. They know Obama is a lot of rhetoric but they (unlike the Nobel selection committee) are not convinced he's a man who can get things done. His popularity is slipping, he's trying to fix the mess in Pakistan and Afghanistan and they are not sure he has the congressional support to take strong action.
He may be a very early lame duck.

I will give Obama credit for being charismatic and having some extream foresight as to the USA's future...
I think that he should institute a VAT like Britian to pay for health care reform, and other programs... rather than playing a shell game that people see won't work. Rob Peter to pay Paul.
I think he lacks the cajonas to make tough decisions, internationally and for US policy.
