Robert Dziekanski's mother is suing the federal and provincial governments, four RCMP officers and the Vancouver International Airport for the loss of her son.

I agree. The RCMP were the ones who did the dirty work but none of that would have been needed if the airport staff didn't watch as someone wondered around in their secure zone for a few hours.
