OTTAWA — William Dymond recalls the heady excitement of early 1997. Brazil's president was bound for Ottawa, and Canada was pushing for a free-trade agreement with South America's largest country.

Not sure why this former Canadian Ambassador Dymond is so stumped. He was there for at least 3 years, I was only there for one and it's plain to see Brazil is uber protectionist. If its not made there it gets whacked with tariffs and taxes out of the ying yang and in some second world backwards logic they figure companies that don't produce in Brazil, like major electronics firms, will locate there so they wont have to pay mega money in tariffs which is passed onto the consumer, only further making it impossible for their majority poor classes to get ahead.

Oh and BTW Mr. Day, you forgot to mention that while the government opened a new office to deal with Brazils industrialists, it closed a CIDA office which hepled the poor develop.
