Toys and distractions.
Putting CCTV cameras on lamp posts would be better and cheaper and neither would fly because the poverty pimps don't want that.

Up in NWO, no cameras on lamp posts would not make sense.

Not enough lamp posts, too much bush.

Ok. I don't know the area but I'm guessing there's a lot that would be cheaper and better than someone's invention.
