YES, there is a difference between out-and-out war and the boundary disputes that are now flaring up everywhere, most notably in the Arctic.

    What are the parameters that decide borders for something like this? I know territorial boundaries are 3 Nautical Miles and economic zones are 350 miles. Are there other considerations?

    FYI...Canada's territorial waters extend for 200 miles.
