I don't know why they don't have to wear a seatbelt in Canada, but in Holland, it is because then they can't get strangled by it by the not-willing-to-pay/mugging-customer, and that they have more freedom to defend themselves against muggings from customers. (at least, I was told so by a cabdriver...)
The article doesn't say if it's for hand held cell phones only.
We've had a ban for hand helds in Quebec for a while now but I still see people in their cars talking on cells though. Easy to see that these people are not paying as much attention to driving than they should.
With cell phones its not just the holding it (although that makes it worse) but the concentration it takes off the road. A lot of that is conversation dependent but its pretty easy to get distracted on the phone.

many others will comply out of fear that their insurance will be void if they get into an accident.
Really? I don't know about that. Cell phone use is so deeply ingrained with this generation that I'll be some surprised that banning it will make much difference.
Fact is, there's more than enough evidence to say it's dangerous, yet people do it anyway. Kinda like parents who smoke in the car with their children. There seems to be an inherent belief in these people that their personal liberties trump everyone else's.
