A complaint has been filed against the RCMP after an 11-year-old girl in Fort Resolution, N.W.T., was handcuffed and put in a jail cell, according to the girl's mother.

I get the impression more was going on here than what is reported.

If not then there is no reason to kick in the door with weapons drawn, but I would have to see what actually happened.
